Letter to Chief Constable, 30-5-06

I have a complaint which I would like recorded, and remedied as soon as practicable.
I was arrested on 12/08/04, charged with harassment, and taken to Eastbourne Custody Centre, Custody No. E4 4169 4.
I was subsequently sent documents relevant to the case, including some stapled together under the heading MG Forms. This compilation included four documents headed "WITNESS STATEMENT":
• The first is by the dishonest PC Francis, an account of my arrest.
• The second, though it seems to have been written by PC Francis, is signed by Mr McCombie.
• The third, also apparently written by PC Francis, is signed by T. Andrews.
• The fourth is by MP Curtis.
I made a number of complaints about Sussex Police, which were dismissed in a report by DI Preddy of the PSD. This report made at least two references to four neighbours, including the assertion: In any event 4 close neighbours provided statements of evidence against Mr. Madden.
In my report on DI Preddy's report (www.ggm11.plus.com/report.htm) I said, I only have three witness statements, two of which seem largely irrelevant.
Nevertheless, after I referred my complaints to the IPCC, their report included the statement, As you know, Mr Mabry and Mrs McCombie have made counter-allegations against you.
I know nothing of the sort, but am interested that Mr Mabry is mentioned here. Before I read the IPCC report I thought it likely that the fourth witness statement (that of PC Francis does not count in this context) was by Mabry, and that it was Mabry who organised two of the other statements by neighbours of his. The IPCC comment about Mabry strengthens my belief that Mabry was involved in my arrest.
My complaint is that I was not provided with one of the statements from "4 close neighbours". I believe I have a right to a copy, and ask that you send me a copy as soon as practicable of the neighbour's witness statement not listed in my fourth paragraph.
